Introduction

The Bank of England, as the United Kingdom’s central bank, exists to ensure both monetary and financial stability.

The Markets area of the Bank plays an important role in supporting both of the Bank’s core purposes. Our operations – in money markets, the foreign exchange market, and in bond markets – give us an insight and perspective on financial market developments. We then filter and analyse this information, including intelligence gathered from market participants, to assess its implications for monetary and financial stability, in conjunction with colleagues in Financial Stability and Monetary Analysis.

We are seeking to recruit an experienced and dynamic analyst for the Market Intelligence Programme team, at an extremely exciting but challenging time for financial markets and the broader financial system. The jobholder will work on a range of activities relating to the market intelligence (MI) function in Markets, including MI programme design, management and co-ordination; market intelligence gathering; and related analytical work.


Background

The MI Programme team was formed two years ago, to drive forward the Bank’s MI work and help deliver focused MI relevant to both the Bank’s core purposes. This is one of the major strategic priorities for Markets. The team is responsible for overall design, oversight and co-ordination of the MI programme, as well as facilitating and implementing the gathering, substantiating, synthesising and distributing of MI. The work is high profile – the team works closely with the Markets Executive Director (ED) – and is highly external facing, visiting contacts both in the UK and overseas.

We work closely with stakeholders internally – especially in Monetary Analysis and Financial Stability to identify and meet their market intelligence needs, and also summarise our market intelligence within the tripartite authorities and other central banks. The team also oversees the work of the Bank’s external market committees, which mix key operational discussions and MI gathering.


The Job:

The job will be tailored according to the skills and interests of the successful candidate, but will involve some or all of:

• Gathering MI on either high-level rounds or structured rounds, and regular dialogue with contacts on specific market topics.

• Substantiating MI through analysis as part of a six-weekly Markets Surveillance round or commissions from the Markets ED or other senior management of the Bank.

• Synthesising MI into appropriate outputs and distributing to stakeholders. Examples include: incorporating MI into the monthly Financial Markets Pre-MPC presentation; a regular MI presentation by the Head of MI to the FS Board and sharing MI with the FSA in regular meetings / tripartite calls.

• Co-ordinating the MI programme and managing the processes in support of the MI function.

• Supporting the work of the external market committees, for example by joining the secretariat.

Skills/competencies required:

• Keen interest in financial markets and institutions and how developments feed back onto the outlook for the real economy and financial system.

• Desire and ability to write fluently about (often complex) financial market themes and instruments, highlighting key issues for the Bank’s two core purposes.

• Strong presentation skills, with confidence to communicate effectively with senior market participants and senior Bank staff.

• Demonstrated ability to work effectively under pressure, managing several workstreams in parallel to deliver work to tight deadlines.

• Energy, enthusiasm and ability to work independently with initiative.
