The Risk Management Division (RMD):

- Analyses the risk faced by the Bank in its operations in financial markets, whether on behalf of HM government or on its own account;
- Monitors and produces management information on credit and market risk in respect of these operations and, analysing the returns and balance sheet implications, reserves publication
- Contributes to the formulation of the Bank’s policy on risk management.

Job Description

We are seeking a risk analyst to join our small team responsible for risk policy, analysis and reporting on the Bank's Remit policy activities and management of HMT's foreign reserves.

The Risk Policy, Analysis and Reporting (RPAR) team comprises two analysts and a senior manager. The team provides risk management policy advice and analysis to senior management. They undertake reviews of risk frameworks, including policy decisions underlying the framework, to ensure risks are managed appropriately. The team reports to senior management on the Bank’s balance sheet policy remit activities, management of HMT's foreign reserves and on the management of the financial and operational risks in respect of those activities.

The team is involved in a wide variety of work, including on-going development of Market's operational risk high-level framework, determining collateral margins to minimise credit risk, leading the processes on Markets’ sign-offs on risk frameworks including Bank Turnbull, quantifying risk capital, and providing risk management advice to front office.

Liaison with front, middle and back-office, the Risk Oversight Unit and Finance is an integral part of the team's activities.

The successful candidate will:

- monitor, analyse and report on Bank balance sheet Remit and foreign reserves activities, and on financial and operational risk management in respect of those activities.
- play an integral role in the development of quarterly reports.
- undertake reviews and analysis to pro-actively ensure risks are appropriately managed and, as required, provide advice on the policy decisions underlying the risk framework.
- participate in Operational Risk meetings, and other risk management meetings including undertaking secretariat responsibilities as required.
- provide cover for the other analyst and, as appropriate, for the senior manager. As a small team, this is an important part of the role.
- develop strong working relationships with the Front Office and other risk management areas within Markets, and with other areas of the Bank

Skills/experience required 

The ideal candidate will have:

- strong analytical skills;
- an ability to communicate complex issues clearly and succinctly;
- excellent interpersonal skills. ;
- a good working knowledge of financial markets, financial instruments and risk management concepts;
- a track record of delivering to both short and long term deadlines;
- an ability and willingness to do the "quick and dirty" as well as rigorous analysis as the situation demands;

Experience in policy and analysis in an operational environment would be an advantage.
